Shri Virender Kulharia belongs to 2012 batch of India Audit and Accounts Service. Before joining BBMB in June 2024, he was serving as Director of Audit overseeing audits of all Army Establishments in Central Command. Previously, as Senior Deputy Accountant
General at the Office of Principal Accountant General (Audit), Haryana, he managed audits of diverse government departments including Health, Education, Power, Urban Development, and Industries & Commerce. He has vast experience in reviewing finances and operations
of Government departments, PSUs, and local bodies, with a focus on regulatory compliance and strategic planning. He is proficient in IT audit and data analytics, enabling data-driven approach to risk identification and decision making.
As Director at the National Academy of Audit and Accounts, Shimla, he held various roles, and contributed significantly in upgrading syllabus and study material in Public Sector Audit and Information Systems Audit. He successfully got accreditation of Induction
training from Jawaharlal Nehru University. He also led the conceptualization, DPR preparation, tendering, and initial execution of the CAG museum project in Shimla.
His international exposure includes auditing the World Health Organization in Geneva, representing SAI India at Data Analytics Workshop at Malta and authoring a module on using open-source Remote Sensing data for environmental audit under INTOSAI Working
Group on Environmental Auditing (WGEA) among others. Before joining Civil Services, he served as a Software Developer at Computer Sciences Corporation, supporting Zurich Insurance Group Ltd. in 2008-09. He completed his Bachelor of Engineering from Punjab
Engineering College in 2008 and holds CIA certification from IIA.
